This review examines how digital tools in creative arts and visual communication can enhance language teaching and skills acquisition in Taraba State, Nigeria. While prior studies highlight the benefits of digital platforms in urban settings, rural, linguistically diverse regions like Taraba remain underexplored. Drawing on evidence from Nigeria and comparable contexts in Ghana, Kenya, and India, the review finds that mobile-first tools, visual storytelling, and culturally relevant content improve engagement and literacy outcomes. However, challenges such as limited internet access, low teacher digital literacy, and infrastructure gaps persist. The review recommends localized teacher training, investment in low-bandwidth technologies, and curriculum reforms to embed creative digital tools into language instruction.
