The study examined the influence of the Integrated Personnel and Payroll Information System
(IPPIS) on the job performance of library staff in selected federal universities in North-Central
Nigeria. Adopting a descriptive survey design, the research targeted a population of 169 library staff
from two universities (Joseph Sarwuan Tarka University, Makurdi, and Federal University of Lafia),
employing total enumeration for data collection via a validated, reliable questionnaire (Cronbach's
alpha = 0.86). Data were analyzed using descriptive statistics (means, standard deviations) for
research questions and chi-square tests for hypotheses at the 0.05 significance level. Key findings
revealed that timely payment of salaries (including minimum wage, hazard, and training
allowances), prompt payment of promotion arrears (e.g., rent, child support, and related
entitlements), and IPPIS-enabled fraud detection (e.g., identifying illegal reactivations and transfers)
all exerted significant positive influences on job performance, with grand means ranging from 2.88
to 2.95 and all null hypotheses rejected (p < 0.05). Grounded in Herzberg’s two-factor theory, these
IPPIS features primarily bolster hygiene factors—preventing dissatisfaction through financial
security, fairness, and trust—thus enabling staff to focus on core duties like cataloguing, user
assistance, and research support. The study concludes that IPPIS has significantly enhanced library
staff performance by improving payroll reliability and reducing irregularities, though sustained benefits require addressing university-specific challenges such as over-centralization and allowance
peculiarities. Recommendations include redesigning IPPIS for greater flexibility, decentralizing
functions, enhancing training, and involving non-academic unions to ensure equitable, efficient
implementation that supports non-academic staff morale, productivity, and the broader academic
mission in Nigerian federal universities.
